Only manually measure by measure, although you could set up a pair of measures and then copy and paste the stack as many times as you need it. You can use the Paste Multiple... option to do this more easily.

In the meantime I discovered that meta tools work great. Select time signature tool and press 3 and click on a measure for 3/4...press 4 for 4/4...etc.
