It sounds like you are running into a known issue with the 2014.5 versions of our products on Sierra. You can find more information about this issue here: Finale products and macOS 10.12 Sierra. Most of the information that applies to Finale 2014.5 in that article applies to PrintMusic 2014.5 as well.

You can try resizing the palettes to their original position to restore the missing tools; however, if this is not working for you, please feel free to use the Submit a request button at the top of this page to contact one of our agents to examine the possibility of utilizing a previous maintenance update of the PrintMusic 2014 series.
