Is it a bug that the measure times are not being updated when I change the initial tempo?

I score films, so I routinely set up additional measure numbers as "time" on each measure in scroll mode, and each staff in page mode. I have noticed when I change the initial tempo (e.g., from quarter=120 to quarter=108) the time (seconds) for each measure is not updated, even though the tempo change is actually working and the "playback" tab for that (expressions) tempo marking shows the correct beats-per-minute.

I found that I have to use the MIDI tool to insert "set tempo" into the first measure to cause the measure times to update. 

The Users Manual says that the times should be updated by either the tempo marking (from expressions) or the MIDI tool. BTW... I have checked that in my preferences for Human Playback, MIDI tab, "tempo is marked "incorporate data".

(OSX Sierra 10.12.4 and Finale v25.3.0.276)

That definitely sounds like it should be working as the user manual describes, and odd that it is not. We would be happy to take a look at one of the files in which this occurs (couldn't replicate the problem with a new file on this end).
