I want to halve note duration for a specific section of the score. However, full measure rests are note affected by this so parts of the score get shifted.

If I have

 and I halve note duration (with rebar) I get

Instead of

In 4/4 I can use the plugins to change full measure rests to whole rests, but I have passages in 3/2 or 6/8 where it doesn't work. Either Finale needs to understand that it can't ignore rests or I should have a way to split full measure rests into single beats rests.
