Unfortunately I do not yet know how to make a percussion map work. I will study the instructions again. There are many GWI instruments with expression or articulation possibilities which ought to be available from Finale, but they only appear in Aria. Thanks for the suggestion. I hope I find out  how to make it work. After making each note fit a channel, how would I specify that channel from the score? All assignments seem to be global, not incidental. Other VSTi instruments also have parameters which could be useful if they could be accessed from the score or part in Finale. Does Finale have a way to use the "Expression" parameters in the latest VST 3 instruments?

You don't. That's why you need to learn about percussion maps (and then about layouts).

Finale already has a Bodhran map that assigns (far more than 16) MIDI values to Custom slots.

 


You now need to create a percussion layout that assigns these various Custom slots to lines and spaces on a five-line percussion staff.

You use the "Plus button" in the lower left to add a new row to the instrument box.
