In a separate file (for safety's sake) use File > Load Libraries...

to load

Percussion Layouts.LIB 

from the 

%AppData%\MakeMusic\Finale\Libraries

folder.

If you try to load this into an existing file (rather than a file without libraries) you may duplicate all the other layouts. Best to knw this before you try loading into your active file.

I just tried that--no luck. Opened a new document and loaded Percussion Layouts.LIB, but when Basic African Percussion is still not available in the drop-down list as mentioned in my first post. Any other suggestions?

Okay, so you have the layout but are missing the map, right? Do you own Garritan's GWI (Garritan World Instruments)?

I see the Basic African Percussion map defined in the Garritan Instruments for Finale.xml file in

C:\ProgramData\MakeMusic\Finale\MIDI Device Annotation (Windows).

Try copying that file into your personal user instance of the Finale files at

%AppData%\MakeMusic\Finale\MIDI Device Annotation

(You may want to rename the Garritan Instruments for Finale.xml already present in %AppData%\MakeMusic\Finale\MIDI Device Annotation just so you can restore it if things go haywire.)

CAUTION: This will almost certainly overwrite any custom Perc Maps you have created.

That seemed to do the trick. Basic African Percussion is back and, though the custom maps I created are gone, they were pretty much all attempts to mitigate the loss of the original Basic African Percussion--no harm, no foul.
