I tried using pickup measure but it changes at the beginning of the score, not where I selected..
how can I put that note on a single measure stack?
like in the picture

The best way to create a pickup measure (rather than using the leftover pickup system) is to create a single measure just large enough to hold the pickup but to label it with the ongoing time signature.

In the case you show, create a 1/4 measure but with a time signature of 4/4.

And how do they do that?
Can you give me some steps to do this?

I just updated my earlier message with a diagram.

Click on the desired pickup measure; choose the time-signature tool and use the panel shown (more options looks slightly different on a Mac, but the button is there).

One thing about my image: you probably do not want the Rebar music box checked.

I have another question
do you know how I can default the notes to have the tail up so I don't have to move them manually?
for example if on 1 I use notes above A it makes the tail down and I would like to put the default tail up always on 1 and 2 always down on 3 always up and 4 always down

… I would like to put the default tail up always on 1 and 2 always down on 3 always up and 4 always down …

Are you using Windows Finale? - what version? (perhaps v27?)

If I understand you correctly, you need this default layout in all the measures:

4/4 time, quarter notes, stems up on beat 1 and beat 2, stems down on beat 3 and beat 4

- right?

The better we understand, the better we can help.

Why do you need this particular layout?

Knowing the purpose of this layout is essential for suggesting the best solution.

use final 2014.5

Exactly, I want to be put default for all "simple entry pallet"
when they're on 1, that is, their black tails always stay up.
when they are on 2 i.e. red to always stay down
when they are on 3 i.e. green to have their tail up
when they are on 4 i.e. blue to stay down always
no matter what note I play (quarter note, eighth note, 16th note)
do you understand me?

so I don't have to manually flip the pigtails on each one.

when you press L turn the little tail

OK, now I understand.

You are not talking about the beats in the 4/4 time signature, but rather about the four layers.

1) I recommend that you use only Layer 1 and Layer 2.

That is:

Top staff, stems up = Layer 1

Top staff, stems down = Layer 2

Bottom staff, stems up = Layer 1

Bottom staff, stems down = Layer 2

You will probably never, ever need to use Layer 3 and Layer 4.

2) The default stem directions are document specific (not program specific):

Document menu > Document Options > Layers

I hope that this is clear?

If not, ask again.

Instead of starting with a Grand Staff, start with the template Choir Templates > SATB (two staff.) Then, follow everyone's instructions to use only two layers, and split the voices for mixing.
