When I:
Select a region of measures, then in the MIDI tool
Select Tempo and Set To then enter the tempo I want
The tempo applies to all EXCEPT the first measure I selected.
This happens even when I select all and when I select only the first measure. The first measure never goes to the tempo I want; the rest of the piece does, just fine.

Why are you setting the tempo with the MIDI tool? It's much easier to just use a tempo mark expression, which you can put anywhere.
