Just now, I decided to change the spacing of systems in my document.   Of course, when the distance between systems was increased, all of my text was now in the totally wrong place.  (I had labeled each key change with text and carefully placed the key notations so they would not interfere with lyrics.)  

Now, if I had entered everything in Scroll View (instead of Page View), text placement would have been ensured.  But you can't use Scroll View when all the element placements are critical.

So here's a question:   WHEN WOULD I EVER NOT WANT TEXT PLACEMENT TO BE FIXED??    Please make that the default in Page View, as it already is in Scroll View.   Is that not just common sense?

Great video!   Thanks for the referral.  It was well worth watching.
Gosh, in 15 years of intensive Finale use, I somehow never noticed the "TEXT / ASSIGN TEXT TO MEASURE" menu option.   Please accept my humble apology.   
Does one need to invoke this option for each new text block, or can that option be made global for the entire document?

Uuff, daw....I spoke too soon...the option for "ASSIGN TEXT TO MEASURE" is grayed out (not accessible) and "ASSIGN TEXT TO PAGE," which is also grayed out, is checked, beyond my control. 
Document Options / Text does not deal with this parameter.

Texts created with the expression tool don't have the problems you describe. They remain in place if you move systems or staves.

As Michel Herr says, you may be using the wrong tool.

 

Generally, the Expression Tool gives you much more options for precise positioning of text.

 

You will seldom - if ever - need to use the Text Tool to create a measure/staff attached text block.

But if you must do so, you can switch to Scroll View, double-click on the measure/staff, and enter the text.

Then, switch back to Page View, and position the text block precisely.

After 15 years you probably know of the Text Tool’s dialog box Frame Attributes.

When the text block handle is selected, you can get to Frame Attributes via Shift-Return.

(or use the context menu, or go via the Text menu)
