With my opera, due to the file size limitation, I have had to break my opera up into four different files.
This has made page numbering quite difficult. Here is my scenario.

In the first part of my opera, the violin parts are always more pages than say my horn parts. When formatting the parts for the second part of my opera, this means that the page offset for each of the instruments will vary. Whenever I make any changes and have to print out a new part, I am forced to reset the page offset each and every time that I print, as the page offset is not unique per part, but by text block. If I were to be able to set the page offset per part, this would greatly help workflow. Conversely, I could set a different text block for the page number for each and every part, but then I would have to hide all the other text blocks for each of the other parts, and it becomes quite confusing in a big hurry. An alternate solution might be able to assign each text block to a particular part or staff list, similar to how the score list works in the Category Designer.

This latter solution might address a related but separate issue. I put "Act one, scene two" on the top of each and every page. The problem is that each part has a different number of pages. For example, I may want to assign "Act one, scene two" to pages 12-25 for the Violin 1 part, but pages 8-12 for the horn part. Currently I am creating separate text blocks for each and every part for each scene, but then I have manually hide all the text blocks except for the one that pertains to that individual part, which is quite confusing.

Complicating the issue, is that the page number for navigation at the bottom of the score relates to the absolute page number, not the page number with the offset. This creates a problem for navigation, because I want to navigate to the page number of the offset, not the absolute page number. Ideally we should be able to navigate by either the relative or absolute page number in the bottom scroll. Maybe putting the page with the offset in parentheses next to the absolute page number?

If you plan to combine the parts into individual part books, have you considered exporting the sections for each part as PDF's and combining (and numbering) the pages in a PDF editor?

I have thought of that, but not yet tried.  Thank you for the suggestion.
