The multimeasure rest bar is drawn (i. e. the bar is not a font character).
You can find the bar (and view / edit it) here:
Document menu > Document Options > Multimeasure Rests > Shape > Rest Shape > Select…
You get to the Shape Selection where you can
- choose another shape,
- edit the selected shape,
- create a new shape.
Normally you will find that the document has a ready made shape for multimeasure rests.
If the shape is missing, (e. g. because you have accidentally deleted it), then consider importing a shape as a Library, or create e new shape yourself.

Are you asking how the program creates multi-measure rests and how to turn them on?
1) You can explode the music into four staves (= the utility will add two staves), so that each voice is in its own staff.
Utilities menu > Explode Music…
2) When a voice is in its own staff, you can move its to another layer.
Edit menu > Move/Copy Layers…
3) When the voice hase been moved to Layer 2, you can copy it back into the original staff.
To do so you must first
- switch to Layer 2,
- in the Document menu, select Show Active Layer Only (which also means Edit Active Layer Only).
4) When you are done, you can delete the two added staves.

First you must explode the music.
Use the Staff Tool, and add two staves.
Use the Selection Tool, and explode the music, as described in my previous post.
Now you have four staves, with each voice in Layer 1 in its own staff.
To move a staff’s notes from Layer 1 to Layer 2, use the Selection Tool to select the staff.
Then, use the Edit menu to move the selected notes from Layer 1 to layer 2, as described in my previous post.
Finally, copy the Layer 2 notes back into the original staff, as described in my previous post.
You can delete the added staves when you are done.
In Finale there are always multiple ways to do almost everything. In this case an alternative if you prefer hands on and to see everything as it happens you can simply create two new duplicate staves. Use the JW Polyphony plug-in to delete the unwanted notes. You will do this either keeping or deleting the unwanted notes. I prefer this method.
Not better not worse just another way to accomplish your goal.
OK, yes, you do, It is about half way down the page. You can d/l it for free. It is one of my most used JW plugins. If you don't have JW Change you might want to grab it also. I use it all the time too. If you decide to upgrade to Finale 27.3 which I highly recommend you do these two JW plug-ins come as standard equipment and they are updated for 64bit Finale 27.3.
