I want to copy only the slurs. I select "Smart Shapes Attached To Notes" and try to copy an entire bar to another bar but none of the slurs t copy to the new bar. I think that this is document-specific. Bizarrely, if I copy the selection to any part of another bar (not including the first note), it copies perfectly ........ so that is my workaround, but what is wrong with this document to make this problem ?

And- I just realised that this same bizarre behaviour occurs if I try and copy articulations: copying to an entire bar doesn't work, but copying to any other part of a bar does work ..... ?

I'm seeing the same behavior.  In my case it was in the area where the bass clef became the treble clef (for 6 measures).  It would copy the first slur (there are 3), but not the 2nd or 3rd.  If I deleted the first slur, it copied the 2nd slur.  Ditto if I deleted the 2nd slur.  I took a video of this strange behavior.  https://1drv.ms/v/s!AtKUUMeqtoTxh9Y6sM4l2I8FquswiA?e=ea3RTU

You can't see the Ctrl-C or Ctrl-V in the video.  You just have to know that is what is going on.
