I REALLY would like the ability to change the starting number that the page number  starts on. This seems like it shouldn't be so hard to do. I am trying to write a large-scale work, but I can't combine sections because the page number always starts at 1. In the simplest of word processing programs, this is easy to do, so I would hope a sophisticated program like finale should find a way to do this. I shouldn't have to go in and change the number manually for 60+ pages like I am doing now. Also, along the same lines, the rehearsal number/letter in the expression tool should be able to start from any number/letter as well. Thank you.

What you need, is indeed possible:

 

1) Text Tool.

Drag-select the handle on the text block with the Page Number.

Text menu > Edit Page Offset…

 

2) Expression Tool.

Drag-select the handle on the expression with the Rehearsal Mark.

Expression menu > Edit Rehearsal Mark Sequence…

To elaborate on Peter's reply regarding the text tool, if you for example enter a 3 in the edit page offset, the page numbering will begin with 4. All page numbers in that file will use the offset so you will only need to do this once.
