The "Copy Page Layout" plug-in from the Patterson Plug-ins set will do this. It will not replace existing text boxes, but will copy page attached text boxes from one document to another. There is no way to select specific text boxes, the plug-in copies all of them (with one click).

If you don't want the measure layout copied/changed, simply uncheck those boxes. The text will still be copied - and - it will appear in exactly the same place in the new file as it is in the source file.
