I use Windows 10.  I have finale 2014.  How do I create a tuplet with uneven rhythm - like 2 quarters, then 1/8 rest, then 1/8 note in space of 2 beats in 4/4 time?

Create the full tuplet first, eg 3 1/4's in the space of 2. Then edit the result.
