Finale won't allow me to input more than 4 beats, even if some of those 4 beats are rests.  It won't "steal" from the rests to allow my note in.  I have to delete the rest first, then I can input the note.  That makes two operations. If I position the note right over the rest, Finale will overlay it, but the note is usually no where near what and where it needs to be.

I call this sofftware behavior "paternalistic".  I know very well when I have too many beats in a measure/layer and intend to correct it if Finale doesn't, but Finale is always just "beeping" at me to tell me I'm attempting to over-insert and it's forcing me to delete rests first in order to make room for some new notes.  It's really annoying.  I know about layering for parts, but I run into the same issue when trying to get too many beats into whichever layer I'm in.

Is there a preference which controls this behavior?   Is there a workaround if there's no preference?

When you are entering notes using simple entry, are you clicking the notes in or are you using a keyboard (either a MIDI keyboard or a typing keyboard)? I think the answer may lie in the workflow.

However, as J Adrian has pointed out, when you select the Simply Entry Tool, go up into the menu Simple > Simple Entry Options... and you will see  "check for extra notes" as well as "Fill With Rests At End Of Measure" which may be what you're looking for.

In full Finale one can turn off the "check for extra notes" feature and overstuff measures if you wish. You can do this separately for Speedy and Simple input methods.
