I want to pair (Mallet I and Percussion I) (Mallet II and Percussion II) etc so they print together.  Similar to how a piano grand staff would be appear but in this case the treble line would be mallet and the bass line would be replaced with percussion.  Does anyone know a way to accomplish this?

You do not say which version of Finale you are using, but in full Finale you can use Manage Parts to create a combined part that includes both staves.
