(I have Finale 2014.5 for MAC OS X Yosemite)

Text needs to be able to be tied to specific part of the score like lyrics, dynamics and other markings are. If you move anything in your score, the text does not follow the measure or instrument it was originally intended for and must be re-located. It is inconvenient to have to put any text into the music last. Is there something that already addresses this?

This capability already exists.

If you enter text in scroll view, it automatically attaches to a measure. In page view, the text box automatically attaches to the page. You can use the Frame Attributes box to attach text to any measure of any (one) part.

in Finale 2014.5 you can specify whether the text attaches to the measure or the page in the TEXT menu before your place it.  Perhaps that is what you were requesting.  I have had not been successful at changing it once entered.

Also if you enter a text box in Scroll mode, it attaches automatically to the measure and voice you choose.
