Can libraries like JABB or GPO be automatically detected and added to Finale? It's a little odd that they don't play more nicely together!

Yes, Finale does sweep for new libraries. You can rescan on Mac in the Audio / Device Setup menu. On Windows, there's some more ocntrol since VSTs might be installed in other places.
