I have launched the .pkg ( Garrison Personal Orchestra ) and following the message that macOS Sierra will not install it  have gone to macOS Sierra Systems Preferences/Security and Privacy /General and clicked " open anyway " resulting in the same message that it can't be installed.

What's that all about because those steps always work for other installations that macOS Sierra tries to block by following Apple's absurd control of any installations on MY computer.

Help/suggestions please.

This is the advice i received from the MakeMusic Customer Success team ( yes, that is what they call themselves ):

They said: try these steps:

  1. Open a Finder window
  2. Navigate to your 'Downloads' folder, then to the Garritan Personal Orchestra 4 folder
  3. Hold down the <control> key and click the installer .pkg file
  4. Select Open from the top of contextual menu that appears
  5. Click Open in the dialog box. If prompted, enter an administrator name and password
  6. The installation package should open and allow you to complete the process

    That worked for me.

In summery it appears that in macOS Sierra you can't simply double click a .pkg to start an installation you have to follow the steps noted above.

Hope you guys have luck in your installation.
