In the contemporary piano music I've looked at, the piano sustain pedal marking is a horizontal line under the bass clef, not the old fashioned "Pedal" marking Finale uses by default. Is there some way to get Finale to use the modern piano pedal designation?
You are using Windows Finale v27 - right?
It sounds like you have not found the sub-tool Custom Line Tool.

CTRL-click the Custom Line Tool icon to get to the Smart Line Selection dialog box.
If you in the Smart Line Selection scroll through the dialog box, then you may find that there are some ready made custom lines, including piano sustain pedal marking.
Ah yes, that palette contains many useful lines. However, pressing "select" does not invoke the line that is highlighted. And double-clicking on the chosen line likewise fails to invoke the selection when we move back to the piano score.
Oh, now I see....One must press "Select" and then double-click in the score to invoke the desired line.
