I don't want to have to enter vocal melodies. I just want lyrics underneth the slash measures. This seems reasonable to me, how can this function not exist? (Mac, Finale 27)

It is not easy to find a layout that Finale can not do.
Usually there is more than one solution, often via a clever workaround.
What should your lead sheet display?
- staff-lines?
- barlines?
- clef(s)?
- key signature(s)?
- time signature(s)?
- &c.
You mention lyrics.
The better we understand, the better we can help.
Lyrics are attached to notes, so you have to enter the notes and the lyrics before applying the Slash Notation staff style (Staff menu -> Apply Staff Style to ...). This staff style displays the Lyrics under the slashes.
If you don't have the melody of the vocals, enter single repeated notes or don't use the Lyrics tool, use expressions instead.
