I've tried both methods, the changing of the key sig with "Swing" chosen, and doing an expression. The 16th notes are straight as an arrow. What gives?

Not enough info to reproduce the problem.

What is the time signature?

… I've tried both methods …

What two methods? Where did you find a description of the two methods?

… the changing of the key sig with "Swing" chosen …

What tool? - the Key Signature Tool? - the Time Signature Tool?

To reproduce the problem we need to know your exact steps.

Michael,

Assuming you mean changing the "time sig" rather than "key sig."

Be sure that you choose the version of the time signature that shows the notes as individual beats, not joined together in threes in compound meter.   For example, if you are trying to swing 16ths in 6/8, choose this

rather than this, which is actually 2 beats and a dotted quarter beat.

Then, set the Swing in the playback window value to 37.5, which is half of the usual "75" setting for swinging 8th notes in 4/4.
