I'm new to Finale. on Sibelius you can move to systems and staves wherever and they will stay but I'm finding that when I use the "space systems evenly" I run into a problem when pacing a certain amount on each page. 

For instance I need the 1st page of a part to have 8 systems then the 2nd page to have 5 systems then the last to have 8 systems... This can be done BUT it spaces the 5 systems so far apart it would be hard to read.

 

when I start to move them around in page layout Finale starts to change the amount of systems on the page... does someone know how to fix this or to lock a certain amount of systems per page (for real...)

Just to check (since you are new to the forum) that you mean systems rather than staves per page.

 

You can Lock a certain number of measures per system via the Utilities menu and stipulate a Page Break via the Page Layout menu. (You need to have a measure in the system selected for these options not to be grayed out.)

Yeah I mean system. For each part. I can lock the measures... that part is cool and I know how to use page layout but where is "page break" located because that may be what I need... 

 

the program wants to fill every page with measures before going to the next page... I need it to stop at around 5 systems and the next page have something like 9.
