Can't seem to copy MIDI data from one measure to another

Hi,

I just created a sustain pedal pattern on a single measure. I now want to copy it onto subsequent measures: but Finale doesn't seem to allow it. I've tried "dragging copies music" and dragging the measure, as well as CTRL-ALT-clicking on the target measure, and I get a dialog box asking how many times I want to copy the MIDI data, but after clicking 'OK' the pattern isn't copied.

I had no trouble copying a simple pedal smartshape either with notes or with only Smartshapes allowed through the Edit Filter.

So it should be possible. I realize this is not MIDI data, but the smartshape does use Human Playback to create a MIDI performance.
