I use Windows 10 and Finale 25.

I think it does not speak well for Finale that it doesn't currently provide a built-in feature for direct export to mp3 files when one is using VST audio units.  The workaround of exporting to a WAV file and then going into some other company's software to complete the conversion to mp3 is not only time consuming (especially when doing this frequently) but a maddening "Rube Goldberg" type solution not worthy of an industry leader.  Is an enhancement to provide this in the works (and soon I hope)?  Being able to do this is one of the main reasons I purchased Finale 25.

I disagree. You need to normalize the file to get decent volume anyway, and that's best done in an audio editor. I use Audacity (free), which works well.

William:

Your method injects extra time by having to go through Audacity to complete the job.  If you install a readily available limiter software as a Master Effect in the VST Banks and Effects screen the volume could be instantly normalized.,

This could all be accomplished in a few seconds (as it can be if exporting to a WAV file) but only IF Finale would add this enhancement so the same method for fast export to a WAV file could be used for fast export to an MP3 file.

MP3 file format is patent-free in the US as of 2017.

Has someone written a plugin to do this?

Will Sherwood is dead on. Finale will never do this; thank heavens for the Lua scriptwriters who are keeping the product afloat.
