When you strum a guitar, it turns out that all the notes in the strum are maintained until the next strum.   When I play them back there is a gap such that the chords appear like staccato.    I need the equivalent of a piano sustain pedal.  Is it possible to make this work? (and if so, how?)

Yes, achieving a sustained or legato effect when playing back strummed chords on a guitar can be accomplished with the right techniques and tools, such as MIDI and DAW. You may want to try this to help you achieve the sound you are aiming for.
