John, probably a little late, but in the v25 (if still installed) HP preferences screen you can 'save to file'.  Where it tells you the preference set, it has a check box to 'Attach to xxxx.xxx'.  This will save the HP techniques to the file itself.  Then, v26, open that file and go into HP Prefs.  It will default to the attached preference set of the file.  You can then click on 'duplicate' and it will save it so that it's accessible to all projects.  This is how I saved mine when I moved from Mac back to Windows.
