OS: Windows 10 Home / Finale v25

Hello - I'm running into a situation with keyswitches that I'm creating for EW Play.  I've been testing this, and I think I know the issue, but I'm not sure where the problem lies - my system or Finale's HP.

This is the test case:

1.  Load a default document.

2.  In score manager, I change the instrument to Piccolo.  I delete Smartsynth / Garritan autoloaded device, and set it to blank.

3.  I load Play as the device.  I load the KS Master for Solo Piccolo.

4.  I pop in various articulations in the test score.  Slurs, Staccato, Trill.  Nothing too fancy.  The Keyswitches are set up correctly for the instrument of Piccolo, articulation, device = Play, etc. I know this for a fact (as you'll see below).

And... nothing happens.  Just the same default key value, so the articulations are not triggering the keyswitch.

Now, I do the exact same steps above, but I change the instrument in score manager, delete the autoloaded instrument / device, load Play and Solo Piccolo Master KS.  In the HP setup for the keyswitch, I change the instrument to Flute, change "device name" setting to "if staff name is" and I used PFL KS for the staff name.  Now, the keyswitches are invoked upon encountering articulations.

It seems that there is something wrong with certain instruments not picking up as the instrument it is defined as.  I've noticed this for other instruments as well - some work and some do not.  For instance, the Horn is perfectly fine and works beautifully with instrument name of Horn in F and device of Play.  

Has anyone encountered this issue?  Or should I submit this as a support ticket?  I've been looking at this for days trying different things, and flipping the instrument to Flute and defining the staff name is what seems to work.  So it does certainly seem like an instrument issue and nothing I'm doing.
