I have a sound library that uses the mod wheel (CC 1) to control dynamics. I know I can create new expressions for p, mp, mf, f, etc. which tell Finale to modify CC1, rather than note velocity. But is there any way to make the hairpins affect CC 1 as well?  I know Garritan does this as well, and Finale seems to be controlling this automatically behind the scenes for GPO specifically, but I'd like to make it work with this non-GPO library I have.

For non-Garritan VST sound libraries, first see if the Garritan HP settings work. If not, one must add lines to the HP file to send relate the proper signals to your non-Garritan VST.

Make sure the correct type of instrument has been chosen in the leftmost column of the Score Manager, since HP determines whether an instrument's volume is Velocity controlled or Mod-Wheel controlled via the Aria player based on whether the instrument is a sustaining instrument or struck.

The issue is that I'm trying to add this capability on a 2-stave marimba part - the library in question is a suspended cymbal library which uses CC1 for swells, so I'm using "Change Instrument" on the marimba part to have Finale change to the cymbal Kontakt library. But there are no Garritan instruments (that I can immediately see) available via "Change Instrument" that would give me Garritan-style playback of dynamics.

Why don't you just put the Cymbal on it's own staff?

Because the part is to be played by one player, reading from a grand staff. Adding a 3rd staff would increase clutter in the score and part.
