Windows 10, Finale 2012

I know that I changed the tempo from measures 4-9 to such and such a tempo.  I used the tempo tool.  It didn't show me what the tempo was at measure 4, so I either had to make a text box (every time) to record it, or just try to remember, or guess.  Anyway, I put the info in for the specified area.  Coming back to the piece after a few days, I found that it had applied the change to the entire rest of the piece.

Is there a reason that the tempo tool sometimes shows the tempo?  And sometimes doesn't?

How can one see what the tempo is at a given spot in the music?  (My MIDI info, which doesn't match the manual's information, hasn't worked yet.)

Instead of the tempo or MIDI tools (both quite useless ...) you should really use expressions from the tempo marks category to indicate and change the tempo. If you don't find the tempo or description you want, just duplicate one and then edit it (or use Create Tempo Mark).. Before you apply any in your document, I would first delete all tempo information first.- select everything Ctrl-A, right click > Clear Selected Items > MIDI Data

Thanks, Michael, I'll give it a try.  I was using the tempo marks for a while, but I think a parameter changed, or something, and I started just using tempo tool exclusively.  If I remember, it was similar to how, when I first made the purchase, using "col sordino" would actually change the sound of the strings, but no longer does.
