I've created a Bb clarinet part and want to create an Eb clarinet version of it.  I have the measure/staff layout on Bb part exactly I want.  I know I can create a new instrument and copy paste the notes from the Bb to the Eb clarinet part in the score layout.  But when I go to the Eb part, it has it's own measure/staff.  Don't want to have to go through the Eb part and redo all of the staff spacings and page layouts if I don't need to.

Finale has had linked parts since version 2007.

As you know, linked parts are inside the same Finale document as the score.

Correct a wrong note, and it is corrected in both the score and the part.

 

Hence there is no longer need to extract parts (as we did before Finale 2007).

But you can still extract parts - and that leads to a “quick and dirty” solution:

Extract the Bb clarinet part, and change the extracted part to Eb clarinet.

 

Another solution is the plug-in JW Copy Part Layout.

As Peter said, the quickest way is to have an extracted Bb part, make sure your systems are locked to protect your layout. Then duplicate that file, change the file name to Eb Clarinet. Open that file and change the part name to Eb clarinet and change the transposition. Make sure the part gets respaced after the transposition. Some elements like dynamics might need to be slightly repositioned. The whole process should take no more than 2-3 minutes. 

 

FWIW, linked parts are great, but in some situations extracted parts are a better choice. I don't consider them a "quick and dirty" solution, but rather an alternate workflow which for me is a better choice in many situations.
