I have a piece where every measure is a different composite time signature.  If I want to copy and paste 9 measures, it doesn't copy and paste the time signatures with it?

Two things to check.

 

1. Make sure your filter options is set to copy time signatures.

2. Measure items like time signatures only copy when you select the entire stack to copy.

To get Time Signatures copied the selection must be a Stack Selection.

NB:

Stack Selection does not have to be a selection of “the entire stack of all the staves in the document”.

You can make a Stack Selection of a single staff in a multi-staff document.

The secret is that you should make the Stack Selection in a (custom) Staff Set of only that single staff.
