I want to be able to number repeated measures regardless of content. For example, if I have a D.S. written in the first measure, Finale treats that as a "different" measure, so it begins the next measure as "1" rather than "2". Or if I want to set up a drum pattern in the first one or two measure, then use slash marks for ever measure afterward, it begins numbering the slash mark measures at "1". I want to be able to number repeated measures regardless of whatever content is in the first one or two measures. Suggestions?
A simple solution:
First make the measures all have the same contents (via copying).
Then, run the plug-in. The numbers will be created as expressions, and they will not be deleted by the following step.
Then create the layout you need, by adding the repeats, staff styles &c. you need.
On a side note, you may also want to take a look at the JW Pattern plug-in -> Sequences -> Numbered Measures, which is quite helpful in some cases.
Associated with a dedicated category (Meas. Nrs centered), it can be applied to parts and/or score. I use it a lot for drum parts, always starting from 1 in any selected region. Not exactly what you are looking for, but worth taking a look.
A 4 bar repeat is available in the Jazz font, and some Sibelius fonts such as Inkpen2 Special, Reprise Special and Helsinki Special (get the demo), but without the number 4. Example (Helsinki) :
-----> If you use the JW Lua plug-in, there is a script for 4 bar measures repeats that I could send you. With or without horizontal lines (with hooks) on each side. It also hides whatever is present in the 4 measures.

Hi Michel, Thanks for the offer! I don't have a pressing need for that, at the moment. I'll make do with the current features and using Jari's plugin for numbering of measures— which, happily, work in parts, unlike the Finale plugin Measures/Number Repeated Measures, which only works in Score mode.
