Hey where did the "remove system locks" go?? It used to be in the drop down menu under systems!

No, it's in the Utilities menu where its always been.

Well, thank you! However, several versions ago, it was in the system dialog, I recall.

What system dialog box are you referring to? The only system dialog box I'm aware of is under the Page Layout tool. This is where you can adjust the system margins.
