Is there a way to sort text expressions? I ask this question every year hoping that someone will address this organizational problem with Finale that has existed since the earliest versions.

I guess that I was not clear, when I wrote “It can be done manually, but that is time consuming”.
What I meant (by my word ‘manually’ ), was that you can begin from an empty ‘Document Without Libraries’, and then add the expressions, one by one, to this empty document.
This can be done by copying:
In the source document (that contains all your expressions), add an empty measure, and attach the first expression (= the one that comes first in alphabetical order) to that empty measure.
Then, copy that measure to your empty ‘Document Without Libraries’.
Repeat these steps for each expression.
In the ‘Document Without Libraries’ the expressions will appear in the order you added them (= in alphabetical order).
When you have added all your many, many expressions, you can save an expression library where the expressions are in the desired (alphabetical) order.
I do not think that it is faster, but you can do the same by saving each expression as a separate library.

I am aware of this tedious method. This is simple, Make Music has been asked for years from many many composers that this feature needed an overhall. A simple database with sort is computer 101. Unfortunately, they are not listening to the base.
I wait with hope of the next version to announce the newly revised Expression Tool.
