Please advise me as to how I can create a Finale score using what I call
“beat bars.”  I don’t know the official name for them.  They are used to indicate
the beats in a measure, without showing any actual musical notes.  These are
used often for rhythm charts, etc.  
 
I attached a pdf file below showing an example of what I hope to find.

Staff Style > Slash Notation

Slashes are a Staff Style added to music using the Staff Tool. If you are using Windows, you can select the measures you want and then right click on one of them to choose the Slash Staff Style. Or you can use the Staff menu to Apply Staff Style.

 

You can add chords (and fretboard diagrams) via the Chord Tool.
