one is too close, the other one is too far. I tried a lot to move to proper position, but it keeps coming back.

Are you using two layers? I find that I have better luck positioning if I attach the fermatas to “upper” and “lower” layer notes.

And, yes, I'm using two layers.

If the upper part is layer 1, attach your “over” fermata to that, and the “under” fermata to layer 2. If you have the layers reversed from that, just attach them accordingly.
