My Finale 25.5 on Catalina does not access group attributes.  I had thought I'd seen a greyed out menu item somewhere for Group Attributes but now that seems a trick of memory.  My "help" pop-down returns "No results found" for Group Attributes.  My immediate wish was to break barlines between staves in a group; "Edit Staff Attributes" can't do that either.

Normally you would go to the Staff Tool Menu > Group and Bracket > Edit > which brings you to Group Attributes

This is where you should be able to do what you want, such as breaking barlines, etc.
