Finale 26. Windows 10

Is there a way to make slurs and/or ties go (backwards) over a barline when there is no note to connect to ? This situation occurs at first/second-time bar repeats, codas etc when the new note is connected to a previous section but not to the note/measure actually preceding it in the written music.

It is possible to begin a 2nd ending with a Tie End.

 

One of the ways to do so is in the (very technical) dialog box Edit Frame:

Speedy Entry Tool.

Click outside the staff, to exit the entry rectangle.

Hold down CTRL, and click inside the staff/measure.

The dialog box Edit Frame appears.

You will find Tie End at the bottom of the dialog box.
