when i double click--in the main tool pallette--the tuplet tool it does not come up with the tuplrt dialogue box, it opens the document options box. what's so frustrating is that the dialogue box opened the first time but i made a mistake so i had to do it again. that's when the document options box opened up
Unless it's a nested tuplet, you shouldn’t need the tool at all. Here’s a tutorial I did a few years ago:

If I understand you correctly, you have entered a tuplet - right?
And you are trying to edit that tuplet - right?
For me, double-clicking the Tuplet Tool icon in the Main Tool Palette always opens
Document Options - Tuplets
Do not double-click the Tuplet Tool icon.
Instead, use the handle on the tuplet you want to edit.
You can double-click the tuplet handle - or you can drag-select the handle, and hit Return.
