I currently have Windows 10 and Finale 2009. I am getting a new computer next week and plan to upgrade Finale to the latest version.

I read that I do not need to have the previous version of Finale installed to upgrade

However as this will be on a different PC will this cause any issues

None. Each upgrade is, in fact, a full installation.

Coming from such an old version you would have needed a full new install anyway. You will be fine.  Finale 27.2 is a lot better than your older version is. Besides 27.3 maintenance upgrade is coming out soon, it will have updated JW plug-ins as standard equipment. A real worthwhile upgrade.
