Found it. There is more than one Beat Duration = 16 in the scrolling options, the durations are not listed in order. Bit of a design flaw, I'd say.

WTF i just found it. Apparently random scrolling back and forth along the Beat Duration gives different choices. A smart program wouldn't jump from 8ths to 1/2 notes to 16ths to quarters... Thank y...

I can't get Finale 26 to display 11/16. I can get 11/8 or some multiple of 32 but not 11/16. Why not?
