Success installing Finale 27. The tip supplied by William Reed worked completely. Thanks very much. Worth remembering.

If install fails, try right click of mouse and "install as administrator".
I purchased and downloaded Finale 27 and unzipped it with no problem. When I doubleclick the setup executable it gives me the message "error 5, access denied.
