Each publisher has their own house style. You will have to sit down with a score that you like, and do your best to duplicate the elements. Then, save that as a template. No easy answer, I fear.

All we have said is that you can’t add that chord in one particular, no longer available program. And we’ve made it clear that there is a way to add it to Finale. Lots of other programs, though.

No such animal. There is NotePad, and PrintMusic. Which is it? In any case, there are no new versions of either one. You could download the demo of the full Finale, and try that.

The ped symbol is in the Maestro font. For Windows, ALT+0161, and Mac, Shift+Option+8.
But you still can’t do it in Songwriter. F26 = Finale 26.
