You might look to see if Windows has a shortcut for the n-dash (hard hyphen) like it does for the hard space. The Mac does.

I enter all of the music in Scroll view, with Auto Music Spacing ON. Then, I'll turn AMS OFF, switch to page view and work front-to-back on layout. As I tweak, I'll space the systems manually.

Layers. The upper line in layer one, the lower in layer two. The stem directions will automatically adjust.
