You can also use the plugin JW Change. But if you go over about 20 percent, it starts looking funky. As you can see, the Cm7 is getting cramped. Another thing they have promised to fix for years.
Are you selecting those empty staves by clicking on the handles? Or selecting the whole page? Either way should work.
