If it worked before and doesn't work now, step 1 is to shut down the computer and restart it. If that doesn’t help, refresh the preferences. You might also try another mouse.

Yes. Paste multiple, in the Edit menu. It’s not in the Selection tool context menu, for some reason.

I’m pretty sure you have to enter the chords on each beat, as you’ve done in measure 2.

Assuming you are in 3/4, set your time signature to 1, dotted quarter. In More Options, set the time signature to display as 3/4.
