From your posts it's still not clear what you need. Regardless, if I have rests in a measure that I want to change to notes, I press Fn-Return, that turns them into notes. I'm on a Mac laptop.

This seems like not a very efficient way of working. Why not just copy the melody from your top staff into the accompaniment staff. Then change the pitches as needed.

Each publisher has its own house style. Just choose a publisher that you want to emulate, buy a piece of music and try to match the size, fonts, etc....
