You can't do this in Finale. However, I think Adobe Acrobat has this capability, as long as the Finale file is made into PDF format.

First of all, Update Layout (Utilities Menu). If not, shut down and restart Finale, or possibly the computer itself. I'm guessing by now it's working, but if not, come back.

I opened the file on my setup and the text block is selectable and editable in page view. Finale 2014.5, El Capitan 10.11.6. The file Info lists the creator as Finale v3 dated 1995.

That's beyond Songwriter's abilities. You could do this in full Finale, however. Could you do it in Logic?

OK, now I understand. On my setup, it's the spacing library called "Fibonacci Spacing".

You're almost there. When you make the 1/4 bar in the Time Signature dialog, hit the "More Choices" button and choose to display as 2/4. That will hide the time signature.
